Safai Tab Groups no longer work after Tahoe upgrade

After upgrading to Tahoe 26.0 and subsequently 26.01 the Tab Groups in Safari no longer show. If I create a new tab group and the then quit and restart Safari the tab group does not show up. Have tried turning syncing off and on in iCloud but no change.

The groups are still showing ok in my other Apple devices.
