Safari leaves .download files when downloading .zip to iCloud folder with "Open safe files" enabled

When downloading .zip files in Safari to an iCloud folder with "Open 'safe' files after downloading" enabled, Finder leaves behind .download files instead of cleaning them up properly.


Steps to reproduce:

Enable Safari > Settings > General > "Open 'safe' files after downloading"

Download a .zip file to an iCloud folder

Check the folder, a .download file remains


Workaround:

Disabling "Open 'safe' files after downloading" resolves the issue, the .zip downloads correctly without leaving .download files.


System details:

macOS: Tahoe 26.0

Safari: 26.0


This issue existed in previous macOS versions and was fixed, but appears to have returned. It only occurs with the "Open safe files" option enabled and only when downloading to iCloud folders, local folders work fine.


Has anyone else experienced this? Any permanent fixes?
