Unable to sync iCloud photos on my MacBook Pro

I am trying to set up photos on iCloud so I can access them from multiple devices. When I go into Settings and try to sync iCoud Photos with this Mac, I am asked to enter my password. When I do, nothing happens. I still cannot slide the switch to sync. Why not?

By Settings, do you mean System Settings or Photos' Settings? Are you signed in to your Apple Account? In Photos' Settings>General, is your Library designated as the System Library?

Here, "Use as System Photos Library" is grayed out, because it already is that.

In In Photos' Settings>iCloud,

Do you have iCloud checked? You should use Download Originals checked, at least until you find that you don't have enough storage. Then you may need to explore other options.
