I tried to add a new bank card to my apple pay over my MacBook, and i keyed in all the details and requested for an OTP. The add-card window then disappeared and I couldn't retrieved it. Afterwards, when I try to add the card again, the following error message occurred:
This card has been added to the maximum number of devices. To add it to this device, remove it from another device and try again.

Have you talked to your bank’s support team? Unfortunately many banks don’t train there tier one support teams throughly and they have little to no understanding of how electronic wallets and Apple Pay work. They typically say everything is good and contact Apple.
If your bank refers you to Apple, call Apple Support and run through the troubleshooting steps and see if they can resolve the issue. If they can’t resolve the issue, please post back here and let me know what both parties said.
