Why does the Picture in Picture mode on Safari keep freezing

M4 Mac Mini.

Every 30 seconds or so Picture in Picture freezes momentarily when using Safari and Youtube.com.

Mods do not lock this thread because others have this issue and its not being addressed by Apple.
