AirPods Max making "fluttering" sound on Safari

My AirPods Max have recently started glitching when watching videos on Safari, around once every 30 seconds they make a fluttering sound, this only happens on Safari, and only happens when using the AirPods Max. I have already restarted my MacBook, the AirPods Max, reset the AirPods Max, and even updated Safari but nothing works. Playback works fine on Chrome, but I'm not switching to that laggy mess, please help, what do I do?
