How can I stop Safari from unpinning tabs when restarting my MacBook Pro?

I have 3 tabs that I pin for frequent work use. Whenever I restart my computer (MacBook Pro 14in, 2021, running Tahoe, but the problem started before updating to 26.0) one of those three tabs is no longer pinned when the computer reopens safari on startup. It is the same tab each time. The tab is still open in the browser, it just is not pinned. It isn't a huge issue, just very odd and I'd love a fix if possible.
