Trouble syncing bookmarks between Apple devices & Windows 11

Hello,

I am visually impaired & use Voiceover.

I am here today because I'm having trouble syncing my bookmarks between my Apple devices & Windows 11 pc.

All Apple devices are running OS 26 & have Voiceover enabled.

On the Windows side of things, I'm using Microsoft Edge & have the iCloud for Windows app installed.

I have been working with Apple accessibility on this issue for the past few days.

Things I've tried to resolve this issue which didn't work:

1. turn off the setting to sync Safari data on all devices.
2. 2. Systematically, enable each one.
3. 3. try a different network. (my home uses a mesh network.
4. 4. restoring my iPhone

What else might I try?
