Understanding the Ignore Ownership Checkbox for external hard drive volumes in macOS Sequoia or Tahoe

What is the purpose of the Ignore Ownership Checkbox in the Get Info window for an external hard drive volume in MacOS Sequoia or Tahoe and does it disable the ability to move or delete files and folders including those that are Locked (separate checkbox in the Get Info window)?

Under macOS, every file & folder has a set of permissions associated with it that control who owns and/or may use the file or folder. ("use" meaning open, modify, save, copy, move, delete, etc.)

When you set "Ignore Ownership on this Volume" for the external drive it means that all users can access the drive and every folder and file on it. It doesn't disable any "ability to move or delete files and folders including those that are Locked" ... in fact it allows all such actions by all users.
