MacBook Air update stuck

I recently bought a used MacBook Air and the update is reaching to the end but not quite the end, and it just won’t work, I’ve tried shutting on and off and that doesn’t work.

MacBook Air 13″, macOS 10.14

Used computers are iffy at best. Someone was getting rid of it for a reason, maybe the problem you encountered.

In any case, if you haven't already done this

then you should do it now to completely remove the previous owner's configuration. Then you will have a fresh clean system and can install the updates.
