Apple Watch 11 with iOS 26 states Hypertension notifications are not available in my area (Denver, CO USA)

I just received my new Apple Watch 11 and after setup it states that hypertension notifications are not available for my location (Denver, CO US). This cannot be true as my Apple Watch 10 with iOS 26 is able to activate these notifications.

I checked to see if there were any software updates available but the watch is up to date.

Any troubleshooting advice would be appreciated. Otherwise, I'll just return it since my Apple Watch 10 has it.
