Open With/Change All Will not change

I want to set my Mac to open all .jpg and .png files in Photoshop. When I go to "get info" for an individual file, and change "Open with" from Acrobat to Photoshop, then hit Change All, the dialog box simply goest back to Acrobat. What's up with that?

This behavior usually occurs because some applications, especially those registered as default for certain file types, are protected or have persistent associations that can't be easily overridden through the "Get Info" method. To set all .jpg and .png files to open in Photoshop,
