I think it would be beneficial for Apple to add a simple "This device is locked to owner, if you are not the owner, tap the button to send a message to the owner." The message can simply state that someone has their missing device, if not missing, please remove it from their account so it can be used by the new owner. Too many devices are ending up in the garbage.
Not going to happen in my opinion. Activation Lock comes into play only when someone tries to activate that device for their own use. Furthermore Apple has never gotten involved on finding or contacting users about their devices. Apple provides features like Find My for owners to use. If your device is stolen or lost you don’t contact Apple and ask them to find it for you. You make a police report and offer the location information provided by the Find My service.
Questions about how to get around Activation Lock almost always comes from people who claim to have ‘found’ the device or who purchased a used device and claim they can't contact the owner. That’s what it was designed to prevent.
