Why does Apple deprioritize military discount orders for in-store pickup?

Why does Apple deprioritize orders when purchased using the military discount online? I ordered the 17 Pro Max online using the military discount. It would not allow me to pick up in store on the release date, only allows for it to be shipped to me in early October. I was curious so I looked to order the same exact device without the discount and it allowed me to pick it up in store on September 19th. I am very grateful to companies like Apple that offer discounts to people that have served. However it is disappointing that the same discount can not be used in store like the student discount can and then for orders to not be able to pick up in store is frustrating. c
