image size choice missing from iPhone mail

I am working with a classmate to try to determine how to give her the option to select image size when emailing from her 18.6.2 iPhone 15. At some point in the last 2 months that option disappeared and all images emailed are the small size only.

She is not prompted to select image size.

I checked and she is running 18.6.2 on her iPhone 15. She uses the native IOS Mail app with a Gmail account. The problem occurs whether she is on Wi-Fi or is using Cell only mode. Interestingly the problem occurs as well on her 18.6.2 iPad, (WiFi only as it has no sim card), but does NOT happen from her old MAC running some older version of IOS.

I am not an IOS expert by any means, but the issue must be a setting in the IOS Mail app that the standard Settings UI does not provide access to. Is there some way to access IOS Mail app settings that are typically reserved for Apple Techs only?
