Aspect Ratio in Camera

It seems Aspect Ratio only works in Photo and not in Video. It would be really helpful if this option was available in Video, so the phone could be held vertically and still shoot 16:9. 

Unless I haven’t found something Aspect Ratio only works correctly on the front camera for selfies. Am I right in thinking it doesn’t work in the back camera? If so, why oh why would it do that?
