After repairing the watch steps and flights not same

now my watch is counting including manually entered steps in the watch steps. It’s reading the health data and placing it on the watch total. Also the watch now says 30 flights walked and the health data adds up to 27. I have repaired it 3x and same result . I have watch set as highest priority for all with health being last
