I would approach this in a couple of ways. Since the problem seems specific to the photos at Google, remove the system files installed by Google and try again. To find them, go to Finder and choose the Go menu, then Go to Folder. Copy and paste each location there and delete the file, or move to a folder on the Desktop where you can revert after testing. Many of these are unsigned and that should not be the case. Don't forget the "~" character at the start of the last 3 of them.
/Library/LaunchDaemons/com.google.GoogleUpdater.wake.system.plist
/Library/LaunchDaemons/com.google.keystone.agent.plist
/Library/LaunchAgents/com.google.keystone.daemon.plist
/Library/LaunchAgents/com.google.keystone.xpcservice.plist
~/Library/LaunchAgents/com.google.GoogleUpdater.wake.plist
~/Library/LaunchAgents/com.google.keystone.agent.plist
~/Library/LaunchAgents/com.google.keystone.xpcservice.plist
If the problem is not resolve there, then move to the network monitoring app Fing, since you are dealing with a network connection. You can always reinstall or move the file to a folder on your Desktop to move back after testing.
/Library/LaunchDaemons/com.fing.service.plist
And finally, since Watchman is unsigned and monitors changes in Files/Folder that may have been "touched" after the update. This may have been a Homebrew installation.
~/Library/LaunchAgents/com.github.facebook.watchman.plist
