iCloud will only export ONE contact when attempting to export multiple (or all) contacts.

I have selected just a few (or ALL - it doesn't seem to make a difference) contacts and have exported them to a VCF file. The file created in DOWNLOADS is very small and when importing them into Outlook it will only add the first contact. Very frustrating. Now, the kicker is that I have limited disk space left on iCloud. Could this be inhibiting the export?
