After upgrading to Mac OS 26, I can only drag appointments in Outlook to a different time once then it stops working. Is this a known issue?

Yes, I am running the latest version of Outlook. This issue didn't surface until after I upgraded the OS last night.
The other thing I would add about this is that it isn't device specific. I get the same behavior on my Mac Mini and my MacBook Air.
This issue appears to be resolved after Microsoft release their updates this afternoon.
