Apple Pay refund without Apple Cash setup

I sent my friend money via apple pay. It says the transaction has been completed, not pending. My friend doesnt not have apple cash set up and does not want to set it up. They might have apple pay already set up though. How can they send the money back? They tried clicking on the payment and pressing cancel/refund.

When you send money, it will show Pending until your friend accepts it. There is a setting they can turn on to receive the money automatically, but that means your friend does have Apple Cash set up, so do not know why they would tell you they do not want to set it up.
If your friend does not have the option to Reject the Payment, then they have already received it. They can see that your funds have been added to their Apple Cash. At this point, it is up to your friend to sent the money back to you.
If your friend did not have Apple Cash set up, you would see the transaction as Pending and could cancel it immediately, or the money would be returned back to your account if the recipient does not set up Apple Cash in 7 days.
