Ask To Buy not showing on child's phone

Can anyone offer insight as to why the Ask To Buy request isn't popping up on my child's phone? We look up the app on that phone and it says it can't be downloaded because of the age restrictions. But there's nowhere showing to Ask To Buy.

We've verified that Ask To Buy is flipped on on the Family Organizer's phone.
