My Apple Watch SE is not recognizing cellular data

I can’t install the cellular data SIM card because the system tells me I need to install the latest software. But when I check for updates, it says I already have the latest version. I’ve tried multiple factory resets and all other simple fixes, but nothing works. What should I do?
