Children turning off location services despite family sharing set to "don't allow changes" for location settings

In all the family sharing settings, my child's account is set to not allow changes to location settings and to always share their location with the family.

They have managed to work out a way to get around this - With all the settings outlined above my child is still able to go to Settings > Privacy > Location Services and toggle Location Services on and off. Turning it off stops location sharing in find my and is only deployed when they are doing something that hasn't been agreed or they know would not be ok. This sort of makes the whole point of the family sharing parental controls null and void.

Is there something I can do to stop this?
