MacBook Pro 2019 won’t finish Internet Recovery (-2002F / -2003F)

Hi all,

I’m working on a 2019 MacBook Pro (Intel, T2 chip) and I’m stuck trying to get macOS back on it.

On boot, I see the flashing folder with a question mark, then it goes straight into Internet Recovery (spinning globe).

Every time I try to let Internet Recovery finish, it gets most of the way through and then errors out:

-2002F at times (earlier attempts)

-2003F most recently, even when using my phone hotspot.

I already reset NVRAM and SMC, tried different key combos (⌘+R, ⌘+⌥+R, ⇧+⌘+⌥+R), and used different Wi-Fi/hotspot connections.

I also have a bootable USB installer, but the T2 security settings are blocking external boot, and I can’t reach Start-up Security Utility because Recovery never finishes loading.

Any help would be greatly appreciated - I just need to get macOS back on this machine, but I’m locked out both ways right now.

In Internet Recovery, these low negative thousands error messages indicate that your provided Wi-Fi Network is inadequate in some fashion, and cannot be used (for this purpose) in its current state. We have seen -1000 to -6000 reported, often with a letter appended.

Common problems include:

Hidden Network-name

required use of a proxy server to get Internet access

required use of a login page to get Internet access

Use of a login server or certificate to get Internet access

Use of PPPoE in the Mac to get Internet access (typically only applies to DSL)

Use of Fixed IP address rather than good old DHCP

Variance of the time by more than five minutes

Failure of Router to provide workable DNS server addresses, or providing 0.0.0.0 [may produce -2002f]

If you have an Ethernet port, you may in some cases be able to move your Mac close to the Router and connect to the Router using Ethernet.

The higher the number, the more obscure the problem.

If your battery was completely depleted, the Date&Time could have reverted to the default, which will not work. There is a terminal command to reset to current Internet Date&Time -- post back for assistance.

if you erased the ENTIRE boot drive, rather than using the "erase all contents and settings" function, you may have also eased the Secure Enclave storage.

If that is the case, a DFU reset or restore may be required. This requires another comparably-equipped computer, or if none is available, an appointment at the genius bar of an Apple-owned store.
