I just received my iPad mini. I took the lid off and noticed all kinds of glue drips on the front of the envelope that was holding the "welcome to ipad mini" folder and around the edge of the insert where the iPad mini supposedly is. I've tried to carefully cut through the glue, but there is no way the iPad is coming out without tearing the whole box up, which is not desirable. I don't want to damage the iPad, where ever it is. Any suggestions?

There is nothing anyone here can do (we are all merely users here as yourself) aside from suggesting you contact Apple Support.
Either that or don't touch the device & it's packaging (keeping it's condition & packaging intact) make a Genius Bar reservation and take it in to an Apple Store near you for assistance and to show them it's condition.
Return it for a refund or exchange A.S.A.P.
You don’t know if it’s damaged from the condition it is in. You deserve better.
