Unable to Activate -An update is required to activate your iphone XR issue after factory reset

After full reset my old carrier unlocked (No SIM restrictions) iPhoneXR-1 lock screen shows "This phone is locked to previous owner xxxx@email.com" (which is me)

Tried itunes reset which doesn't recognize it and gives an error .Running latest iOS.Wifi connects and fails at activation.cannot get past the activation post full reset . Reboot with and without valid sim card . WiFi connects

Tried loginto my new iPhone14-2 with same apple ID I can see both phones on the apple website . Need help to get the old iPhoneXR-1 activated and usable again so I can activate& give the old one to family but right now its a paperweight
