iPad Pro M4 with carrier lock and unusual country code QA/A

I currently have a used iPad Pro M4 on my desk. It has the model number NVXU3 and the country code QA/A. It also appears to have a carrier lock. Does anyone know what country version it is?

Is this an untested AI response? Only one AI claims that QA stands for Qatar. However, there's no source for this, and the region codes aren't logical; LL, for example, stands for the USA.
