Shared iCloud photos can only be viewed on WiFi?

I know someone who likes to share iCloud folders of multiple video clips at a time- usually a total of around 1-2 minutes of video in 7-8 clips. This gets sent to me as a link (ie. share.icloud.com/photos/<letters and numbers>). I've noticed that when I open this link using data I get an error that says "Network Error, try again later", but when I open the link on WiFi, it works fine. I know my data connection is good because 1. the app this link gets sent to me in requires an internet connection to even see the message with the link, and 2. my WiFi is through my phone provider and I've tested this issue while sitting at home feet from my router. Also, I've sat next to other iPhone users who had no issues pulling up the folder from the same chat message without a WiFi connection.
