That is because an M-series Mac does not have any special startup keys like the Intel Macs had.
Technically it is possible to clear the PRAM/NVRAM by using the command line (while booted to macOS normally or in Recovery Mode). Here is the command to use in the Terminal app while booted normally into macOS.....if performing this command from Recovery Mode, then omit the "sudo " part as it is not needed and the command will fail.
sudo nvram -c
You must reboot after issuing the command so that the default PRAM/NVRAM settings are picked up by the system & macOS. You may see a notice that some items could not be cleared....such as the Computer Name. The command when using "sudo " will prompt you for your macOS admin password. Nothing will appear on the screen as you type the password, so press the "Return" key to submit the password.
Can't run Diagnostics on startup either, OR startup in Safe mode.
What happens when you try (details are critical including any exact error messages)?
If you can boot macOS normally, then you should be able to boot into Safe Mode. If you cannot access or run the Apple Diagnostics, then you may need to perform a DFU Firmware Revive, or possibly a DFU Firmware Restore (assuming it is not a network issue).

I would zero my boot disk
Not sure what you mean by this, but with an M-series Mac you do not want to "zero" or erase the physical internal SSD. You even have to be careful about what items you "delete" from the internal SSD when using Disk Utility.
and reinstall the OS, etc. but it feels like a hardware conflict? I've completely uninstalled Parallels - didn't think that would matter and it didn't.
Without seeing a picture of the issue, no one here can even understand what may be occurring. Usually when I see/hear something like this, I think a hardware issue with the laptop's built-in Display Assembly.
Disconnect all external devices from the laptop in case one of them is causing a problem.
