I have followed all instructions for taking a horizontal panorama with camera on iphone 16 pro. Arrow ONLY shows up as vertical. Portrait lock is off. Have shut down and rebooted phone. Please advise.

What instructions are you following? AFAIK there is no 'horizontal panorama' (if, by that you mean holding the phone in a horizontal/landscape orientation).
Instead, the phone should ALWAYS be vertical and you achieve the panorama by rotating yourself (or the phone) to capture the range of the panorama you want to capture.
In this way you get the maximum vertical range, with up to 180° of rotation.
