Apple pay/apple cash problem

I am unable to add new cards to Apple Pay; it says Apple Cash is not available in this region and sends me back to the main menu. I am located outside the US, but in a country that supports Apple Pay. I have never activated Apple Cash, but the toggle appears to be on. I tried changing the region to the US both on my device and in my Apple ID settings, but it didn’t help. I also attempted to disable the Apple Cash toggle, but received the same error and was again redirected to the Apple Wallet main menu. I’ve tried from different iCloud devices, but the problem persists. What should I do?

Note that any payment cards installed in wallet generally need to match your Apple Account’s country of residence.


Plus, any payment card issuer must also elect to participate in ApplePay.
