How do I sync Books from iPad to iCloud so that I can read them on iPhone 15?

Hello

I have an iPad Air 2 and it has many documents, ebooks in PDF format. I have uploaded them to iPad for a long time and can still read them normally. Now I want to upload them to iCloud to read them on IP15. Although I followed the instructions, I do not see the Books section or any books in iCloud on IP15.

Can you guide me step by step on iPad and IP15 so that I can read them on both.

I have followed the instructions: Turn on the Books, iCloud functions on both IP15 and iPad Air 2 devices (see attached photos). And saved icloud. However, in the Icloud of IP15, there is no Books item like the saved items such as Photos, Email ... In the Books App on IP15, there is absolutely no book like on iPad?

On iPad (OS 15), I create new book categories and add books to them OK. On IP15 (OS 18) I see those new book categories but there are no books inside ?
