My IPad an Air 2, model MH182B/A, IOS 15.8.4 with a 64 GB memory which has ample spare capacity will not sync with my Apple iCloud, a 200GB account. This has been going on for over a month.
my iPhone 15 seems ok.

A. Go Here: Download iCloud Photos and Videos - Apple Support
As the site reads: To select multiple photos or videos, tap more than one. To select your entire library, tap Select All.
B. Downloading These:
If you are looking to download them, then use a computer, as it would be more user-friendly doing so. Use this site: https://www.icloud.com/photos
C. Is iCloud Full?:
You can only load so much into iCloud, depend your storage. So, viewing iCloud, how much space remains? If it is full, then that would be why they are not uploading.
D. Still Uploading, Perhaps?:
How many photos do your have? If in the thousands, then it will take some time, sure enough. So, leave your power on, and stay connected to the internet as it uploads.
