Understanding cloudsync on Apple devices

If I understand it correctly, when you go into System settings, click on your name, then iCloud, it will show everything Saved to iCloud such as Mail, Messages, Notes, Photos, Drive, Passwords. Those should sync automatically. Currently, since the iPhone update of 18.6.2, many of us are having issues with Messages and FaceTime synching properly.
