iCloud drive is not syncing all files - some files stay at pending.

iCloud drive is not syncing all files - some files stay at pending with the blue arrows. It seems to happen with files that are duplicates but in different folders. Is there a way to force the files to sync to iCloud?

I already uninstall and reinstall iCloud and it did not help. Also I really did not like the fact that when you uninstall iCloud it wants to delete all files from the PC... This force me to take a backup elsewhere and recopy everything when iCloud was reinstalled.

This is on PC, Windows 11. I will probably return to OneDrive if iCloud is unreliable.
