defective iPhone replacement approved then declined

my iPhone 16 pro suddenly blacked out and won't turn on. It's a hardware issue. I bought it in an authorized apple seller here in PH since we do not have an apple store. It's still under warranty and apple singapore already approved it's replacement but after three weeks it was suddenly declined again. Powermac (the service provider in PH) already escalated it for investigation. What should I do? How can I contact apple singapore?
