Log on to www.icloud.com/find and enter the Apple ID and Password for the lost phone.
The phone will appear if the phone is powered on, it has a good battery charge and a good Internet connection.
If not, a message of "Offline" will appear. In that case, all that you can do is try to log on again a few times each day to see if the status of the phone has changed to allow its location to be displayed.
If you suspect that the phone is stolen, unfortunately thieves will use tricks like wrapping the phone in aluminum foil or placing the phone in a small Faraday bag, which will prevent the phone from either sending or receiving a signal. The result is that the phone's owner will never be able to locate the phone using Find My.

However, you could use a Web browser to log into iCloud on the Web, for the Apple ID associated with the lost iPhone, and access Find My from there.
Another thing you could try, if you think the lost phone is nearby, is to simply call it and listen for "ringing."
