iPhone 13 Pro WiFi defaults to DNO

I have an iPhone 13 Pro. Whenever I connect to a new WiFi network. It connects to dno. I have to cancel and then try again to connect to the network. I delete the dno everytime but it keeps happening. Can someone please tell me why it does this?

Is this your corporate/organisation/enterprise/School Management iPhone? Then please contact the system administrator of your corporate//organisation/enterprise/School Management
If it is your device, in that case, do you have any profile installed by your corporate/organisation/enterprise/School Management?
1. Erase the profile added by you If you have installed a profile on your own --> Install or remove configuration profiles on iPhone - Apple ...
2. Or please contact the system administrator of the organisation who provided the profile to you

It’s typically something only seen in debug menus, carrier profiles, or enterprise Wi-Fi settings (MDM). End users usually don’t toggle it.

On iPhone Wi-Fi, DNO = Disable Neighboring Offload, a power/roaming management setting buried in system networking.

Thank you for replying. It is my device. I don’t have a VPN installed. I checked the vpn settings and there is nothing there to delete. Is there anything I can do on my end? To change this setting?
