Unable to turn on Location Sharing through Family Sharing with child’s iPhone

I started the family sharing and shared locations between my kid and myself. Noticed that when I added my husband, my kid's iphone would drop sharing location with me and we would have to turn it on daily. Now, it won't even share. We'll click share location, and it'll send me a notification but immediately turn off sharing. So my kid is unable to share their location with me at all. It's driving me bonkers. Because I've checked all settings and nothing makes sense why the iphone shares location with my husband but won't share with me. And I am the owner of the family sharing.
