Program for creating a booklet of names, pictures, and information

If you want to have the book printed professionally with a hard cover use the built-in apps for creating a photo book. You can design the pages to hold photos or text or both.

You get the apps by selecting a number of photos, Control (right) - clicking to get the Create menu:

The two circled were subcontractors when Apple offered the photo books and did the printing for Apple. The only difference is that you get their logo on the back instead of Apples. You can download the apps to be used in conjunction with Photos from the App Store.

Another way is to use Pages to create an 11 ½ x 8" landscape oriented book where you can have complete control of the layout, photos, text or both. Then print the book to PDF and use these  Mimeo and PrestoPhotos links for direct access to the PDF file uploading and book ordering page for each site.  Personally I prefer PrestoPhotos.

You can use a database app to do that however you will likely need to customize it to suit your needs. Your description is not described well so you really need to envision what you want and then begin looking for it. You can use the Contacts app to create booklet of names, pictures and information however what you really want may exceed the abilities of Contacts.
