Creating new system folder and get spinning ball

I am trying to create a new system folder. I get pop up that says “switching the system photo library will turn off iCloud Photos “. I hit ok and all I get is the spinning ball. It has been 2 days!

I'm not sure what "System Folder" means, but It sounds like you are trying to create a new System Photos Library, is that right? There is a System Folder on a Mac, but you shouldn't mess with that.

To create a new Library, you close Photos and then option-click on the Photos icon to get this dialog:

To designate a Library as the System Library (there is only one) you use Photos' Settings>General:

and check "Use as System Photos Library."

Are you sure you want a new System Library? If you are now using "Optimize Storage" then some pictures on your Mac which don't have their originals on stored locally will be deleted, though others will remain in the old Library. All the pictures at iCloud.com will be copied to your new System Library. Do you have room for this?

What are you wanting to accomplish?
