Permanently display scroll bar in iCloud Notes on Windows laptop with Chrome browser

When you open an iCloud Note the right hand scroll bar displays for a couple seconds, and then fades away. How can you make the scroll bar display permanent? This is on a Dell Latitude 7400 operating Windows 11 with a Chrome browser.
