App Family Sharing without permissions in iOS 18

My wife needs my permission every time she wants to download an iPhone app. All of the solutions to this tell us to turn off "Ask to Buy" under Settings / Account / Family -- but this feature appears to have been removed from iOS 18.

How can I change my settings to let her download her iPhone as she likes? There are no restrictions on her account.
