Default account for contacts on iPhone is "on my iPhone"

My default account for contacts on my iPhone 13 is "On My iPhone" instead of the other choices of iCloud, outlook and pop.att.yahoo.com. I want to move the contacts in the default account of "on my iPhone" to the cloud. How can I accomplish this?
