I used to be able to ask Siri to turn the torch on during the night so as not to wake others. It no longer does this.

I just verified that it works on my phone. "Siri, turn on the Torch"
What troubleshooting steps have you tried? Sometimes just restarting the phone fixes the problem. Other times, you may need to do a forced restart.
