If you install any of Apple Music/Devices/TV for Windows then iTunes becomes limited to audiobooks and podcasts. Remove whichever of these you have installed and iTunes should return to normal, allowing you to redownload past purchases. See Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support if you have managed somehow to hide any of these items.

If your iTunes application is only showing Podcasts and Audiobooks, it suggests you have another Apple App installed, like Devices, the Apple Music App or TV app.

You need to uninstall any and all of those apps to return iTunes to full functionality.

Alternatively, if you did download Apple Music, your music files should then be in there and can be access from the Apple Music Media folder. You can right click on a song in the Music app, and then on "Show in Windows Explorer" from the menu to find the actual file.
