As described, you are unlikely to have a hardware problem. Instead, there is either a software issue - or potentially a network problem that is preventing reliable connection to one of Apple's servers.
If you have a VPN App or profiles installed, or a security App such as Norton, these may be interfering with your iPad's network stack. For this, the resolution is often simple; if installed, you may only need to temporarily disable or completely remove the Security App and/or VPN - and then perform a forced restart of your iPad as before.
If the problem persists, it may be necessary to reset your iPad settings. While this reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

When you are happy to proceed, you can perform the reset from iPad settings:
Settings > General > Transfer or Reset iPad > Reset > Reset All Settings
