Face ID doesn't work on my iPhone 11 Pro

I purchased a new iphone when my old iPhone broken screen caused the FaceID to stop working. Now I'm trying to wipe the old iphone clean so I can recycle it but I keep getting to the point where it wants to use FaceID and then it won't let me go further because it doesn't work. I tried turning off a few of the features that it says it can't delete but those need face ID too.
