I have a file folder on my desk top and apple says Apple could not verify this file is free of malware that may harm your Mac or compromise your privacy
Many attempts to override security and privacy settings, updating software and restart system cannot get me past the two options, OK or Send to Trash. How do I actually open this file?

Just to add a visual to Barney's answer, you should attempt to open the file (unsuccessfully!) and then go immediately to Settings/Privacy & Security/Security where you will find (in the red box area) a new warning message giving you the opportunity to "Open anyway".
Note that the message only stays there for about an hour.
